Well, for me, it is a mouse/touchpad settings conflict. Setting "Inverse
scrolling" to true in kcm's mouse setting "fixes" it for me.

Same happens here every time after unlocking the desktop.

Same for me. When I open touchpad settings on Kubuntu 18.10, after restart I
see an information that data stored are different than shown in a dialog box.

When I reset and save settings it is being fixed.

I can confirm the bug with Plasma 5.13.5-1 on Fedora 29 (see
https://bugzilla.redhat.com/show_bug.cgi?id=1643460 for the downstream
bugreport).

It also happens when plugging/unplugging a USB mouse.

$ kcm-touchpad-list-devices | grep TOUCHPAD
