Thank you for the feedback. I strongly suggest you notify Opensuse about them
shipping an outdated lastfm library

You're right again, I've checked only the repository. After building and
installing the 1.0.9 version and removing the 1.0.8 the Last.fm directory is
not longer being created in the home directory and the scrobbling is also
working. The 1.0.8 version was installed by Amarok and I had to break the
dependency to remove it but it seems to be working now.

I think this problem is caused by liblastfm library itself. What version do you
have? Can you try with a newer version?
