I just tested the Flickr tool again. Add new access-> Browser opens-> enter
credentials-> allow digiKam rights-> Flickr Tool is logged in. Uploading images
works.

DigiKam-6.0.0 no longer uses Kipi-plugins. The Flickr tool in the Kipi-plugins
is no longer developed. DigiKam-6.0.0 use an internal Flickr tool. With
digiKam-6.1.0 a new plugin interface (DPlugins) is introduced.

Alright, I have a similar bug just reported, and now see that it seems to be
different. I am using version 5.9 of kipi-plugins and version 6.0.0 of digikam,
so according to this bug report the problem should be
