This should be the desired behaviour, correct? However when a file is just copied or edited/saved, then all of the above data (tags, comments, rating) get destroyed. Retaining these data during a Dolphin copy operation could be fixed by giving the user an option to invoke the "cp -a" command or just by enabling it by default for all copy operations in Dolphin. I don't know if the fixing of the "editing/saving" part can be done by the Dolphin team, but perhaps you can forward it to the appropriate team...
