That's your problem. Set one or the other, but not both. Try setting the scale
to 1.5x and then adjusting the font *size* (not DPI) if you want text to be
bigger.

Okay, that's the problem. You should set one or the other, never both.
Preferably only use System Settings > Display and Monitor > Scale Display.

I firtst using LinuxMint 19 with install Plasma 5.12 but starting freezing
system. Now works better :-) And using Neon witkh Plasma 5.14 for testing, but
it seems visually slower than Plasma 5.12. 

I using System Settings > Display and Monitor > Scale Display. And font is set
144.

Yes also Libreoffice, VLC icon is blurry.

What does "Kubuntu NEon with actual Plasma" mean? Are you using KDE Neon or
Kubuntu?

How did you set the scaling? With System Settings > Fonts > Force Font DPI or
System Settings > Display and Monitor > Scale Display?

Does this only happen in Dolphin, or in other apps too? Does it happen in
Plasma as well?

Can you attach a screenshot of the problem happening with Breeze icons?

Yes Breeze make the same thing. But also toolbar icons is blurry.
