That was only to show that it didn't manifest until I restart the program. The
real issue was that having having the "Custom project folder" button on or off
didn't make any difference. When having it off, the program didn't default to
anything.

Ok, so I had a look at the issue you describe. I will check the double slash
issue. But the main problem is that you misunderstood the UI.

When you go to Kdenlive Settings > Project Defaults
you change the default settings for new projects. If you want to change
settings for your current project, you need to go to: 
Project > Project Settings

There you can change the project folder for your current document and it will
move existing temporary files to the new folder.
