SUMMARY
When I add an effect to a clip, the Create Region effect doesn't seem to work.
STEPS TO REPRODUCE

1. Create a .png with some transparency, like in the video.
2. Add a clip to the timeline.
3. Add an effect.
4. Click on the three horizontal bars in the effect stack and select "Create
Region".
OBSERVED RESULT
No region is for the effect is created.
EXPECTED RESULT
The effect should only be applied in zones of the png that are transparent.
