SUMMARY
I have a clip that is quieter in the left than the right, so I want to pan it
to even it up. But as soon as I add a pan effect, it just boosts the volume so
loud it constantly redlines (from being VERY low before that).

STEPS TO REPRODUCE
1. Add a clip with audio to the timeline and test the audio
2. Add the Audio correction > Pan effect
3. Test the audio again and it will be boosted to distortion

Not sure if this is just in windows or other OS's as well, but happens in
20.08.0 and 20.08.1 (upgraded to test if it was fixed in .1)

Audio distorts

EXPECTED RESULT
Audio should stay the same until pan is set to left or right)
