This works if using 
openssh 7.9p1-1
instead of 
openssh-hpn-git 7.5.P1.r74.ga0c37a72-2
on the server

I can confirm this happening for me too, also from Arch.
dolphin 18.12.0-1
libssh 0.8.5-1 (both client and server)
libssh2 1.8.0-3 (both client and server)
openssh-hpn-git 7.5.P1.r74.ga0c37a72-2 (server)
/etc/ssh/sshd_config https://pastebin.com/F0JzfnBQ

SSH (fish://) works, sftp does not (both with the main user and the sftp chroot
user called readonly).

I have tried following
https://techbase.kde.org/Development/Tutorials/Debugging/Debugging_IOSlaves/Debugging_kio_sftp#Logging
but I get no output, even after running kdeinit5
