So, below are new steps to reproduce, perhaps more reliable. It's assuming you
have the "Local Folders" account that KMail creates by default.

Though looking properties of "inbox" and "outbox" in the local folders I can
tell they're identical. Any hint for how to compare their configuration is
greatly appreciated.

Wow, I found an interesting thing! If I manually mark the TEST mail as
"unread", and then move into "inbox" of "Local Folders", the mail after getting
there becomes "read". However doing the same
