This was a recent bug that was introduced a week ago. The bug affects more than
just group layers.

I am working on a patch to fix this...as well as add some functionality to the
transform tool. The work is being done here...

I cannot reproduce this on 22336d99407a39efccff19e9ca57fcb5b2dce80b can
reproduce in 9429230.

Might be a result of 630ce8583cb5a9337aceb2ca96f17c2cf1df306e

Scott was looking into this due a different patch he wanted to push so I'll
assign him. Otherwise, it ought to go to Agata or Dmitry.
