KWin debug console shows tapEnabledByDefault=false. I do not know where to set this flag, if possible. I could not find any relevant option in System Settings > Mouse. So this might actually be a System Settings bug, I am not sure how the cooperation works. I understand libinput philosophy is to default to disable this feature. Maybe default to enable would be compatible with KDE philosophy. It would avoid some hassle for new configurations. It would be especially sensible on touchpads without buttons. And on devices where the default system defaults to tap-to-click (in this case a Chromebook, I assume Windows and iOS defaults to tap-to-click).
