The settings I have are:
Set menu translucency independently: Not checked
Inactive windows: 100% Opaque
Moving windows: 60% Opaque
Dialogs: 90% Opaque
Combobox popups: 90% Opaque
Menus: 100%

great! Can you please tell me which config options you had set in the
translucency effect? My thinking is that there is one change in the settings
which triggers it.

Disabling translucency initially stopped the persistent dialogue box only once,
then the problem re-appeared, however windows were still translucent when moved
