Looks like KDE Frameworks 5.103.0 introduced the problem, not Plasma 5.26.90.

After updating Fedora 37 Kinoite with plasma 5.26.5 to KDE Frameworks 5.103.0
the problems has appeared there too.
I've also tested it on my iGPU Intel laptop with F37K 5.26.5 and 5.103.0 and it
has the problem

1. It's Fedora Kinoite 38: image based distro. No installation on my part.
2. Wayland
3. Nvidia GTX 1060. I don't have proprietary Nvidia drivers installed.
