Another discovery. If I drag the tab onto the Firefox window itself and not
the Desktop, the tab opens in a new window immediately and without fail. This
also works perfectly for the wayland bug I describe in

Here is some of the delta stuff I pulled out of "about:support" running with
the wayland env variable NOT set so Firefox is running under xwayland in
wayland.
