If any windows go below the panel, they make the stuff on the panel hard to
read, even with blur enabled. The panels on the monitor should all turn opaque
if any window goes below a given panel.

Useful in the case of a Unity layout, where windows frequently go below the
right-hand vertical panel and result in unexpected and distracting colors to be
shown inside the panel. Also useful for bottom panels.
