SUMMARY

The issue is I have 1 built in and one PCIe nics each is connected to an ISP I
have 2 ISPs yes. One of them remains inactive until weekend when I can use it
to download games coz it would be unlimited then. We got caps.

So, I set it to never connect on boot and restrict it to the PCIe nic.. The
other one is my main ISP which would be the onboard one, which I restrict to
that and give it a static IP coz of Docker containers.

Now the issue is, they both start duplicating and assigning themselves to wrong
adapters and no matter what I do deleting NetworkManager config from
/etc/NetworkManager and /var/lib/NetworkManager/ Downgrading it does not solve
the issue.

never had that happen before and doesn't happen on my other 3 PCs... Yet... 

STEPS TO REPRODUCE
1. Just have 2 separate physical nics
2. Try to modify anything related to them in Plasma Settings
3. Issue appears

OBSERVED RESULT
they both start duplicating and assigning themselves to wrong adapters,
secondary nic reconnecting though I specifically told it not to, but keeps
regenerating and activating itself.

EXPECTED RESULT
No Duplication/Activation of extra Nic
