Yes. I didn't have any trouble with the mic in Unity or GNOME 3. I wanted to
test with cinnamon/mate since it was easy to switch to them with the Antergos
installer, but both of had strange graphical errors with my NVIDIA graphics
card so I didn't use them long enough to test the mic.

plasma-pa does not start pulseaudio, it is started (depending on your
configuration) by plasmashell with a desktop file in /etc/xdg/autostart which
just executes start-pulseaudio-x11. There is no difference with other desktop
environments, did you really try with other DEs?
