I think I may be having this same issue. When I try to rearrange favorite
items, they do "funny" things (like, I drag-and-drop one of them, it stays in
the same place but others move, or that same moves the wrong direction).

Strangely, it sometimes works and sometimes doesn't.

I cannot confirm. It works for me. Do you happen to have your system locked
down through KIOSK restricftions?
