i can confirm, that the reverse diff of D1974 fixes the problem here on top of
plasma 5.8.0 on gentoo (qt 5.6.1, frameworks 2.26)

Arch Linux on Plasma 5.8 here, on a ~168 DPI monitor. Regardless of the clock
font, the clock is tiny. However, if the panel height is changed to a certain
size, the clock's size suddenly jumps up.

Alternative, with a HiDPI display, the digital clock text is huge, and the
notification icons no longer scale larger than extremely small, see the
difference between the notification icons and the power widget.
