I can confirm it. But it seems that mouse wheel scroll setting do not affect to
scrolling in Plasma: any values from 1 to 12 lines do not change anything in
Plasma scrolling — it still the same slow. And seems like that affected not
only Plasma, but also any Qt Quick applications: at least Discover,
Systemsettings in Sidebar view, KTouch, MuseScore...
