When icon appears, can you click on it and attach screenshot?
This arrow should be hidden if there are no icons in "hidden" area. Maybe it
happens on your system?

Do you have do same behavior in plasmoidviewer? Can you try:
plasmoidviewer --applet org.kde.plasma.systemtray
Does icon reappear when you:
* clean notification
* clean clipboard
* change Caps Lock state?
