STEPS TO REPRODUCE
1. Add icons to a taskbar.
2. Open enough programs to fill a taskbar.
3. When a taskbar is full I need to open additional apps for it to switch to
additional row. 

OBSERVED RESULT
You need to open additional apps for a taskbar to switch to additional row.

EXPECTED RESULT
A taskbar switches to an additional row as it is full.
