I think this bug should be closed, as the status is now shown. There is a
Keyboard Indicator module for the system tray.

Oh thanks. It works now, but this option should also be probably exposed in the
Acessibility section of the Notifications KCM. Maybe add some kind of warning
if the user tries to enable those notifications without activating the required
option in the acessibility KCM?

System Settings → Desktop Behavior → Accessibility → Modifier keys → Use
Plasma's notification mechanism for modifier or locking key state change

I can't find the 'plasma notification when changing special/lock keys'. Where
is this option?

You need to check the "Plasma notification when changing special/lock keys" and
then in the "configure notifications" thing activate "show notification" for "a
lock key was enabled" and disabled, then you get a notification. Granted,
that's not very good usability-wise. (in the usability kcm, the irony)
