The "Global Keyboard Shortcuts" window is too small if opened directly from
KRunner. To be usable, the windows has to be resized manually by the user-
STEPS TO REPRODUCE
1. Open KRunner
2. type "global shortcuts"
3. Hit enter
OBSERVED RESULT
The window "Global Keyboard Shortcuts" appears but is too small to be usable.
EXPECTED RESULT
A reasonably sized window appears.

Linux/KDE Plasma: Kubuntu 18.10 with kubuntu-ppa/backports
(available in About System)
