In your replication steps, I don't see where you opened a reference image to
choose a colour from. If I do the steps as noted by you, it also works for me.

Also chiming in on myself, I believe in the stable 3.0 version of Krita, I was
able to do this, because I was later surprised when it didn't work. Hopefully
it fixes itself then.
