Thanks Luca, would be really great to have it in 5.27.2, anyway maybe a kind of
workaround for GTK3+ & java applications is to run:
GDK_SCALE=2 program

If you look on "x11 screenshot" attachment, you can see that Plasma runs with
dpi 192, but Firefox uses 96. So somehow plasma knows what is real DPI of my

The right reason was process named speech-dispatcher-dummy. I couldn't find
kmail option to disable tts, but this command resolved all problems:
