That would be a separate issue (with coincidentally similar symptom) introduced
in 5.22.1 and fixed in 5.22.2 due next week. i.e. bug: 438670

I should add, I have not tested updating through discover itself. But the
notification dot remains when using pkcon from command-line. It started since
the plasma 5.22.1 packages came in.

Strangely enough, the issue is reproducible again.  Even stranger is the fact
that the versions of KDE Plasma/KDE Frameworks/Qt on my machine haven't changed
since KDE Frameworks got updated to 5.70.0.
