I actually want the opposite – to force-enable them for all windows. As in, I need to log out of X, login to Wayland, then manually recreate the old X11 window rules in kcm_kwinrules, just whilst using Wayland? Just like if you currently use Wayland and move to X11, you'll lose per-screen scaling, variable refresh rates, and touchpad gestures. And yes, it's possible to disable window borders on Wayland. IIRC rules need to be recreated on Wayland, but once you do so, it should work.
