IIRC this relates to "face thumbnail" not image thumbnail. If, for example, "People" tag is selected, and a face thumbnail is dropped onto it, it would assign standard tag People to image, just as before. b) A single face thumbnail can no longer be grabbed for drag-and-drop, one has to select at least two thumbnails.
