This bug is no longer present on my system, I see all my tags, and able to
navigate the tags:/ tree. Apparently, a side effect of toggling balooctl as was
suggested in Bug 410355 was the required and hidden automagic, this shall be
documented somewhere.

It shows an empty window (that is, no existing tags; I'd created few tags
attached to a random file prior to it). Besides, no tags (or log events) show
up upon Assign Tags/Create new… (i.e. a random one).

Also if you've compiled everything from source, please make sure that you also
have baloo-widgets compiled too, as well as the latest KIO.
