You are sure, that we both mean the same thing?
Because if yes, is Google doing it also incompetent. 

I mean the download of the whole webpage, including JavaScript and so on. 

I will ask the Opera devs.

Opera refuse to use KFileDialog, until the option to save the whole webside is
available. I dont know, how to do this. I just want to use the KDE Filedialog
in Opera, thats all.

Please be more specific. Do they want to use the "kdialog" command line tool,
or do they link to KDE libraries and use "KFileDialog" directly? Both support
specifying the list of MIME types, for kdialog see bug 378295 comment #2.

The recommended way is to just use the Qt file dialog, which also allows MIME
filters. On Plasma environments, the KDE file dialog is then used
automatically.
