This is fixed in master, and I think 3.2, so I will close this. If you can
reproduce this with the rewritten airbrush option, please do not hesitate to
reopen this.

That is not a fix for this.

This relates to the airbrush option in, amongst others, the pixel brush. It
doesn't work properly on windows.

This is an old windows only bug that dmitry wanted to solve by making airbrush
time-based somehow. might be a nice google summer of code student job if we
want to test people's mettle.
