The problem may lie with the "Icons-only Task Manager", which has an option 
Panel Hiding: Unhide when a window wants attention

The "Icons-only Task Manager" seems to believe that some window always wants
attention, but I cannot discern which window that might be. 

I tried to create a second panel and delete the first one. This resulted in a
mismatch between icons on the panel and open application windows; the wrong
window would get focus. In particular most Firefox windows are now
inaccessible. I will try to reboot and hope this goes away.

It still would be nice to have buttons to hide the panel as in KDE 3.
Especially for times when auto hiding and transparency is broken.

We can also add more feature to a panel by setting it up in (KDE System
Settings - Window Manager - Window Rules - New - Detect Window Properties "And
