Also cannot reproduce, even with that layout.

A lot has changed since this bug was filed. Is it still reproducible for you in
Plasma 5.25 (the latest LTS version) or 5.25 (the latest version, period)?

Maybe this depends on the settings in display of desktops in the "Desktop
pager" where I have two rows of desktops set. In particular I normally use 4
dekstops, displayed as:

1 2
3 4

in the pager. If I add a fifth, this becomes 
1 2 3
4 5

and when a desktop is removed, for me, it becomes:
2 3
4 5
