I found steps to reproduce, which work 100% of the time in my setup. 1. Vertical panel on the left. 2. The cursor should be moved over the empty space on the "Icons-only Task Manager" panel, under the icons of open applications (if any). 3. The cursor should be moved to the leftmost pixel of the screen.
