I removed all the possible plasma configs, I started setting up everything to
my preference and I think I know what causes the issue. Could someone test too?

The bug is still present in 5.27.8 for me. I tried removing plasmashellrc,
kwinrc, kwinrulesrc, and defaulting on most settings in systemsettings but it
made no difference.
