below is the current contents of ~/.config/kwinrc. the virtual desktop order is
currently correct, but i am experiencing the bug thats similar to  bug #429338.
i will reboot my system momentarily and then report back. also on a different
note, i cannot figure out how to format a code block, markdown formatting
doesnt seem to work so idk if its possible here

can you share ~/.config/kwinrc before and after reboot (when the virtual
desktops change their order)?

I cannot for the life of me figure out how to edit the bug description, so im
correcting it here in this comment.

things i forgot to mention:

this bug is intermitent and inconsistent. 
sometimes it will happen without rebooting.
sometimes it will not happen when you reboot.
it seems to happen most often after experiencing something very similar to bug
#429338 occures, and then restarting
