Libinput does support this, see https://wayland.freedesktop.org/libinput/doc/latest/pointer-acceleration.html#the-custom-acceleration-profile A graphical tool would be ideal, but it would be enough to allow the user to specify pairs of x,y coordinates, as described in the link above.
