Incubator + Review Process on https://develop.kde.org/docs/

Hi,


I've opened a MR 
(https://invent.kde.org/documentation/develop-kde-org/-/merge_requests/308) 
to include the Incubator and KDE Review processes on 
https://develop.kde.org/docs/ such that new contributors can easily find 
them.



It's basically moved from the wiki but has a few changes based on the 
review comments so far.


Please take a look to ensure that the described processes are correct.

Kalm has moved to KDE Review (https://invent.kde.org/plata/kalm/-/issues/2). 
Please take a look and raise an issue in GitLab if you see something that 
should be changed.
It should probably go to https://invent.kde.org/utilities.

Kalm visualizes breathing techniques to help you kalm down.

Currently supported techniques:
- 4-7-8 Breathing
- Coordinated Breathing
- Box Breathing
- Box Breathing (sleep)
- Resonant Breathing
- Nadi Shodhana
- Yogic Breathing

Currently, I'm the only maintainer.

after my TV guide application Telly Skout has been moved to 
https://invent.kde.org/plasma-mobile/telly-skout, I'm asking for 
kdereview (according to 
https://community.kde.org/Policies/Application_Lifecycle#kdereview).


Please open issues in GitLab if you find problems/possibilities for 
improvement.
