Frameworkification of kactivities and plasma-framework

Hi all, Can someone please frameworkify KActivities? The CI system needs this due to a dependency loop. The new KRunner framework depends on, among others plasma-framework, which in turn depends on kactivities. Previously both these two escaped the need to be fully fledged frameworks, however
