Frameworkification of kactivities and plasma-framework

Hi all,

Can someone please frameworkify KActivities? The CI system needs this
due to a dependency loop.

The new KRunner framework depends on, among others plasma-framework,
which in turn depends on kactivities.

Previously both these two escaped the need to be fully fledged
frameworks, however as another framework now depends on them, they
need to be frameworkified - as they can't depend on KF5Umbrella.

I fixed kactivities and plasma-framework to find KF5 packages without
using KF5Umbrella.

KRunner still fails on Jenkins though, because it cannot find
plasma/plasma.h for some reason.
