With regards to the dll: I don't know, I compile myself.
With regards to using the mingw package: You cannot do this. Then you
have to delete all msvc packages and install mingw packages instead.
You cannot mix mingw and msvc packages.

default location (e.g. C:/Documents and Settings/mwolt/My Documents/My
