At least on my machine this annoying bug stopped occurring suddenly only two
weeks ago. I use kde Neon user edition and my kmail2 version is 5.9.1.

the message box, see

No idea. I stopped using kmail a long time ago, it was far too buggy after
switching to Akonadi and never got as stable and usable as it was before that
switch. See my bug reports.

I can only say that I should have removed the NEEDSINFO which I now did.

But I think it should not be too difficult for a current user of kmail to check
it.

Sry I missed Martins comments completely, at his time I moved away from KDE as
there way too much fixing involved which interfered with my work. 

I cannot comment on that any further, I remember that akonadi created mail
folders in .local/share even if I defined the folders elsewhere and that after
crashs or forced shutdowns of akonadi, it would start using the .local/share
folders instead of the custom preset... 

Sry thats all I have. I am not using KDE anymore.

Well, That's already possible.
If you use a recent KMail version (>= 18.04.0), install the kdepim-addons
package (name may differ), enable the expert plugin (in settings / plugins).

Once done, restart KMail and in the "Message" menu, select the "Show message
structure" option.

When a message has files attached, they are shown below the message body, you
can select the ones you want and RMB / Open

Paris, France is UTC+2. Now, all the events are scheduled at UTC
Besides, the menu item "Configure date and Time" doesn't function, it
says:"Could not start control module for date and time format."

SUMMARY
- Events added in KOrganizer will sync without and issues to the central CalDav
calendar and are visible via the native web interface as well as from my
Android phone and iPad.
- Events added from any place (WebInterface, iPad, Android) other than
KOrganizer will not be picked up by KOrganizer

STEPS TO REPRODUCE
1. Create an entry in the calendar with anything but Korganizer
2. Refresh KOrganizer / Reboot / Whatever, event won't show up
3. Create an entry in KOrganizer
4. Navigate to e.g. the WebInterface of your calendar provider
5. The event will show up

OBSERVED RESULT
Events not created in KOrganizer will not sync

EXPECTED RESULT
Events not created in KOrganizer should be visible and editable in Korganizer
