I tried that, and it said it succeeded, but I couldn't find the output.
Should it create a javadoc directory in my build directory?

I think the javadoc ends up in kepler/javadoc, which would
be ../javadoc from build-area.
Also, for me, ant javadoc bogs down and never completes.
This is with:
[bldmastr at sisyphus build-area]$ javadoc -J-version
java version 1.5.0_19
Java(TM) 2 Runtime Environment, Standard Edition

comparable to what is available for Ptolemy, here:
