redhat/configs: enable Octeon TX2 network drivers for RHEL
Enable the Admin/Physical/Virtual Function Octeon TX2 drivers for RHEL.
Move the relevant config enabling snippets from 'fedora' to 'common'.
Delete the disabling snippets in 'rhel'.
