Booting from disk. Had new device plugged into USB3 port. Device
consists of USB3 media reader with micro SD inserted.

I tried 4.5 kernel from the Canonical team PPA and it is still
flickering but to a lesser degreee. BTW, the flickering goes away when I
am on a video conference call such as google hangouts.

Can you test this kernel and see if it resolves this bug?
