there's a RTL2838 DVB-T USB stick attached to monitor airplane
And again on 4.8.0-36. Upgraded server to 4.8.0-39.

This is likely a problem with the power saving mode in the kernel driver
i915.

I have created a file i915.conf in /etc/modprobe.d/
contents of i915.conf:
options i915 enable_rc6=0
then the problem has disappeared for me.
