Had purged all packages to do with linux-headers-4.10.0-20 before I competed the above commands. Install the package again 'linux-headers-4.10.0-20'. It also installs 'linux-headers-4.10.0-20-lowlatency' and 'linux- headers-4.10.0-20-generic' . Both install but linux- headers-4.10.0-20-lowlatency
