I have had this exact problem with Ubuntu Server 16.04 thru 18.04
current on Citrix XenServer from version 7.1 thru 7.6 current.
Either HVM or PV, it doesn't seem to matter. When I live-migrate a
Ubuntu Server VM, it seems like i have a 1/6 chance of the machine

Hi Kai-Heng, thanks for your response.
I followed your advice and installed these packages from the ppa:
linux-headers-5.3.0-050300rc5_5.3.0-050300rc5.201908182231_all.deb
linux-headers-5.3.0-050300rc5-generic_5.3.0-050300rc5.201908182231_amd64.deb
No, i915.enable_psr=0 doesn't solve the problem

In general we should find "PM: suspend entry (deep)" when attempting to
suspend but it's not in the log. So the system may freeze before that.
Since nothing useful was logged, I don't think I am capable of debugging this.
If you want to take the adventure, this can be a good start:
I tried with other Ubuntu live versions: 18.04.3 boots (18.04.2 does
not), 19.04 also boots.

booting with the parameter intel_idle.max_cstate=4 seems to have solved the

alter this with a future kernel update? Also I'm curious as to what
intel_idle.max_cstate=4 actually does.
